E-waste (Management and Handling) Rules, 2011 will come into effect from 1-5-2012. The rules are applicable to manufacturers of specified electrical and electronic goods and such goods specified in Schedule I thereof cover computers and several white goods. The rules cast the onus on producers for efficient handling of e-waste and provides for system and machinery in this regard. As per press reports India generates about 400,000 tonnes of e-wastes annually of which only 19,000 tonnes are getting recycled. The new rules casting obligation on producers to take measures for creating awareness among consumers mark a paradigm shift in the statutory and administrative dispensation for an area, hitherto, largely neglected.
Besides the above, India already has Hazardous Waste (Management, Handling and Transboundary) Rules, 2008 and in this context, C.B.E. & C. issued a circular dated 4-7-2011 alerting field formations on dumping of e-waste.
